This unique. vehicle is specifically designed for aircraft <br />firefighting, and for this reason, its design exceeds the maximum <br />lengths normally recognized for vehicular traffic. This vehicle <br />weighs 47,000 pounds, is 33 feet long, 14 feet tall, and nearly 9 <br />feet wide. Should the IRC Fleet Management be the primary <br />maintenance and fueling location, special arrangements must be <br />obtained each time this unit leaves Fire Station No. 3, which is <br />located at 2900 43rd Avenue. <br />ALTERNATIVES.AND ANALYSISs <br />In attempting to meet the airport demands for a CFR unit, the City <br />of Vero Beach was the recipient of an Airport Improvement Program <br />Grant whereby the City contributed to the purchase of this unit and <br />therefore retains ownership. But, the inter -agency agreement. <br />between the City and the Fire District identifies that the District <br />is responsible for the insurance and maintenance costs associated <br />with the vehicle. <br />The City's Maintenance Facility has recently relocated to Airport <br />West, which is adjacent to the Airport Fire Station. Richard Breen, <br />Director of VB Airport, has identified that FAA regulation FAR 139 <br />states that Airport CFR vehicles may not be out -of -service longer <br />than 48 hours. Given this constraint, he has stated that should the <br />Fire District decide to use the City's Maintenance Facility that <br />he will commit to priority service related to repairs, preventative <br />maintenance, and fueling for this unit in an effort to remain in <br />compliance. Additionally, the CFR unit can access the City's <br />Facility without traveling on public roadways. <br />This vehicle is mechanically quite complex in that it incorporates <br />two engines and an advance hydraulic and electrical system <br />requiring special mechanical training. In acceptance of the vehicle <br />bid, the manufacturer provides the referenced specialized <br />mechanical training at their expense. The training seminar is held <br />for one week at the manufacturer's plant located in Wisconsin. <br />Staff received notice from the manufacturer Tuesday, August 6th <br />that they have made available two openings .in their next training <br />program scheduled to begin August 20th in anticipation that the CFR <br />unit will be delivered to the Fire District mid-September. The next <br />expected training program will occur some time in the late spring. <br />Given the short notice, a decision is requested to determine which <br />mechanics, City or Fleet Management, are to receive, the specialized <br />training and to allow travel arrangements to be* made for those <br />personnel attending the mechanics school. <br />RECOMMENDATION: <br />Staff recommends that the District Board of Fire Commissioners <br />approve and authorize the City of Vero Beach Maintenance Garage as <br />the primary vehicle service- and fueling location for the Crash Fire <br />Rescue vehicle. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Bowman, the Board unanimously approved and <br />authorized the City of Vero Beach Maintenance Garage <br />as the primary vehicle service and fueling location <br />for the Crash Fire Rescue vehicle as recommended by <br />staff. <br />ROOK 0 <br />AUG 14 1990 62 <br />
