"SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVICI'Al <br />SUBJECT: PROPOSED PARKING LOT <br />NORTH OF ADMINISTRATION BUILDING <br />BACKGROUND: <br />On May 22, 1990, at a regular Board meeting, staff recommended <br />construction of a parking lot north of the County Administration <br />Building on property located north of 26th Street, across the canal <br />and east of 19th Avenue, due to the City of Vero Beach construction <br />on 26th Street and 19th Avenue, which will eliminate parking on the <br />two new thoroughfares. ' <br />The Board instructed staff to look at the alternatives for <br />construction of available parking area. <br />1. Culvert the canal that runs parallel to 26th Street, owned by <br />Indian River Farms Water Management District and constructing a lot <br />on their property. The Water District was agreeable to culverting <br />the canal provided we assumed full responsibility of maintenance and <br />the pipe must be to their specifications. It was estimated the cost <br />to install the specified culvert and construct parking spaces would <br />be in excess of $650,000. <br />2. Purchase the remaining three (3) parcels of Block 6 and construct <br />a parking lot. An appraisal was made of these properties with a <br />value of $67,000. This is $17,000 over what was presented in our <br />memorandum to the Board in May. With the additional monies for <br />_ purchase of the property, total cost is estimated at $220,000, <br />depending on design cost. <br />ANALYSIS: <br />The City of Vero Beach has notified us that construction on 26th <br />Street and 19th Avenue will begin sometime in late August or early <br />September. The new parking requirements will be initiated at that <br />time. <br />RECOMMENDATIONS• <br />Based on the available information, staff recommends alternative 2. <br />It is requested that a formal offer be made to the property owners <br />based on the appraised value, and proceed with the condemnation <br />process should it be necessary. i <br />ON MOTION by Commissioner Scurlock, SECONDED by Commis- <br />sioner Bird, the Board unanimously approved Alternative 2; <br />directed staff to make a formal offer to the owners and <br />proceed with condemnation if necessary. <br />63 <br />
