TAKEOVER OF ROSELAND PLAZA UTILITIES <br />The Board reviewed memo from Utilities Director Pinto: <br />DATE: AUGUST 6, 1990 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: TERRANCE G. ..PINTO <br />DIRECTOR OF UTILITY ERVICES <br />PREPARED HARRY E. ASHE <br />AND STAFFED ASSISTANT DI ARO'OF UTILITY SERVICES <br />BY: <br />SUBJECT: TAKEOVER OF ROSELAND PLAZA UTILITIES <br />BACKGROUND <br />Roseland Plaza Utilities (RPU) operates under Franchise Resolution <br />No. 79-51 granted by Indian River County (County) on May 23, 1979. <br />RPU serves 17 commercial customers within the Roseland Plaza <br />Shopping Center. The wastewater treatment plant is a 0.012 million <br />gallons per day (MGD) extended air treatment process wastewater <br />plant. The water treatment plant is an 0.032 MGD water plant; it is <br />an aeration/chlorination type plant with a raw water feed. RPU <br />wishes the County to take over the utilities, and as a result, the <br />County has been negotiating the acquisition as set forth in <br />Resolution 79-51. <br />ANALYSIS <br />The County's policy has been to take over such privately held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Takeover of this system will assist the <br />County in implementing the policy. The wastewater system will be <br />connected to the North County Sewer System upon completion of the <br />project. The Department of Utilities Services will continue to <br />operate the water treatment plant until completion of the North <br />Regional Water System to serve the area. Based upon 1989 actual <br />data, 14 of the 17 customers will realize a substantial reduction in <br />monthly charges with 3 of the 17 experiencing increases of .05%, <br />2.96%, and 13.85%. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the proposed takeover <br />agreement. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously approved the <br />proposed agreement with L. T. Von Stein, C. H. Von Stein, <br />and Sam Mufson, Trustee, DBA Roseland Plaza, and author- <br />ized the signature of'the Chairman. <br />SAID AGREEMENT WIATTACHMENTS IS ON FILE IN THE OFFICE OF CLERK TO <br />THE BOARD. <br />74 <br />AUG 1.4199a <br />
