US-90-02-DC/ED <br />PREPARED JOHN FREDERICK LANG <br />AND STAFFED ENVIRONMENTAL SPECIALIST <br />BY: DEPARTMENT OF UTILITY SERVICES <br />BACKGROUND <br />The Sea Oaks Wastewater Treatment Plant, a .21 MGD facility, was <br />purchased from the franchise utility Sea Oaks Utility Company, in <br />order to provide a regional facility for the North Beach area. The <br />existing clarifiers at the facility will support a .8 MGD plant and <br />an engineering selection process was begun so as to provide for <br />expansion design services. The engineering selection committee <br />ranked Kimball/Lloyd and Associates, Inc., as the first firm to be <br />contacted for engineering services for this project. <br />ANALYSIS <br />The firm of Kimball/Lloyd has provided a conceptual layout of the <br />plant expansion to .8 MGD, a more efficient use of the existing <br />facilities. Proper insurance documentation has been provided, for <br />these services. A cost estimate for construction, engineering <br />services and total project cost have also been provided. <br />Engineering costs for the project fit within the FmHA Form No. <br />1942-19 median fees for professional engineering services <br />guidelines. A listing of personnel categories for billing purposes <br />is included. <br />The construction estimate is $2,162,000.00, the engineering basic <br />services upset limit is $152,000.00, and additional services are <br />estimated at $101,100.00, for a total estimated project cost of <br />$2,415,000.00. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners approve and execute the attached contract and <br />proceed to expand the Sea Oaks .21 MGD wastewater treatment plant <br />into the .8 MGD North Regional Wastewater Treatment Plant. <br />Funding for this project will be provided from the wastewater impact <br />fees account and/or bond funds. <br />Director Pinto pointed out to the Board that although this <br />isn't spelled out in the contract, the award of the contract to <br />this company was based on Mr. Lloyd's participation in the design <br />of this plant, and he felt that should be noted. <br />75 <br />s � � <br />
