AUG 211990 <br />Commissioner Scurlock emphasized that the final assessment <br />roll usually comes in lower than the estimated cost. In any <br />event, it cannot exceed the estimated cost. <br />Mr. Richardson understood that the average homeowner would <br />be paying $3,000 to get water up to his house, and he felt that <br />this would be putting a heavy burden on people in this <br />subdivision. <br />Commissioner Scurlock advised that a 5 -year payment plan is <br />available at 12% interest for people who wish to go that route <br />rather than taking a loan from a bank. <br />Brenda Corum, 706 41st Avenue, asked if you can keep your <br />- well for irrigation purposes, and Commissioner Scurlock advised <br />that you can, but cautioned people to make sure when they hook up <br />that their potable water supply is separated from the well water. <br />Herman Cook, 636 41st Avenue, advised that he didn't go to <br />the first meeting because he felt $1700 was a fair assessment, <br />but he is now very concerned after receiving the letter saying <br />that there would be an impact fee along with the assessment. <br />Mr. McCain explained that at the time the petition was <br />circulated, they were quoted that the assessment would be from <br />$1,200-$3,000, and the letter also went on to say that this is <br />tied into the charge for taking water from the water main to the <br />meter box, which at the present time is $1,501.50. This charge <br />is a combination of the impact fee, ureteral installation fee, and <br />the $40 deposit for the water bills. This was set out in the <br />letter of July 15, 1990. <br />Commissioner Scurlock agreed that there is a lot of <br />confusion over the total cost of the assessment and having water <br />brought up to the house. He would like to have staff formulate a <br />better letter to advise people of what the bottom line is going <br />to be. <br />Mr. McCain assured Commissioner Scurlock that the letter <br />would be changed for future notices of assessments. <br />BOOK 81 PAGE 232 <br />20 <br />
