AUG 21 <br />1990 <br />Roos <br />�� ;r <br />25 <br />but <br />it does not necessarily mean that will <br />coincide with <br />our <br />tracking or the exact capacity of the plant. <br />Chairman Eggert understood then that if owners want to hook <br />up in 5 or 6 years, they are not guaranteed capacity unless they <br />have paid their impact fees, and Mr. McCain confirmed that. <br />Mr. Dunayczan understood then that basically he would be <br />foolish not to hook up now for $1,500 if this goes through, and <br />Commissioner Scurlock confirmed that it would be best to hook up <br />when the project is completed and the water capacity is <br />available. When you pay your impact fee, you guarantee capacity. <br />Bernadina Guy, 4225 7th Place, owner of 3 lots in Block C, <br />questioned what her assessment would be if that parcel was <br />divided into 6 single lots. <br />Commissioner Wheeler explained that the assessment is based <br />on square footage, not the number of lots. He noted that with <br />the availability of water, the value of her parcel would increase <br />if she were to subdivide into 6 lots. <br />Commissioner Bird asked Attorney Vitunac if Mrs. Guy could <br />subdivide the balance of Block C if she came in today to do that, <br />but Attorney Vitunac was reluctant to say so without the Planning <br />Director looking at it. However, in looking at the rest of the <br />neighborhood, it would seem like she could. In the meantime, she <br />would pay only one impact fee for the one residence on the <br />property, and be assessed for the water project on the basis of <br />square footage of the property, not the number of lots. If she <br />had 6 lots, she would have to pay 6 impact fees. <br />James Boyette, 736 42nd Avenue, felt it is unfair for Mrs. <br />Guy to pay such a high assessment when she only has one dwelling <br />on that tract. <br />Fred Lipton of 39th Avenue was concerned about the effect of <br />the salt from the water softener on his high blood pressure, and <br />urged the Board to approve the assessment and go forward on the <br />project for medical reasons. <br />W 22 <br />
