McCoy �1'` <br />Staff Planne , Current Development <br />DATE: August 10, 1990 <br />SUBJECT: RENCORP INC.'S REQUEST FOR CONCEPTUAL PRD APPROVAL FOR <br />COQUINA PRD <br />It is requested that the' data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 21, 1990. <br />BACKGROUND AND CONDITIONS: <br />Rencorp Inc, owner, is requesting conceptual PRD plan special <br />exception approval for a 301 unit, three phase development. The <br />subject property is located immediately south of the Sea Oaks <br />development. The property stretches from the Atlantic Ocean to the <br />Indian River. <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as <br />- - to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, <br />safety,comfort, good order, appearance, convenience, morals and <br />general welfare and as such would be compatible with permitted uses <br />within the particular zoning district. In granting any special <br />exception, the Board may prescribe appropriate special conditions <br />and safeguards to ensure that the use is compatible with <br />surrounding uses in the district. <br />The Planning and Zoning Commission at its July 12th meeting voted <br />unanimously (6-0) to recommend that the Board of County <br />Commissioners grant PRD special exception approval for the project. <br />The Planning and Zoning Commission also granted preliminary PRD <br />plan approval for Phase I of the project, subject to the Board <br />granting approval to the entire project. <br />The approval steps in the PRD process are as follows: <br />Approval Needed Reviewing Bodv <br />1. Concept Plan/Special Exception P&ZC and B.C.C. <br />2. Preliminary PRD P&ZC <br />3. Land Development Permits Staff <br />4. Final PRD (plat) B.C.C. <br />
