In FY 89-90, the Indian River County Board of County Commissioners <br />approved imposition of the $.50 fee per line per month to fund the <br />recurring and non-recurring charges related to operation of the two <br />Public Safety Answering Points (PSAP) in the County. The split <br />approved by the Florida Division of Communications and the County <br />for the year was $.44 recurring and $.06 non-recurring. <br />The law provides that the Florida Department of General Services, <br />Division of Communications, must annually review support <br />documentation contained on COM FORM X with attachments submitted <br />by the E911 Coordinator. The necessary documentation has been <br />submitted to the Division of Communications for FY 90-91 and <br />approval was received in the form of a letter dated August 3, 1990, <br />for a $.48 fee on telephone access lines with a split of $.44 for <br />recurring cost and $.04 for non-recurring costs. <br />The matter is now before the Board of County Commissioners for <br />approval of the Resolution required to impose the E911 fee for FY <br />90-91. <br />ALTERNATIVES AND ANALYSIS: <br />It is estimated that $330,500 will be generated by the $.48 E911 <br />surcharge. It is anticipated that $251,000 will be utilized for <br />recurring costs and $29,500 for non-recurring expenses with a <br />contingency of $50,000. <br />As stated above, approval has been received from the Division of <br />Communications to levy the fee for the next fiscal year. If <br />approved by the Board of County Commissioners, the Resolution will <br />be forwarded to Southern Bell Telephone Company so that the fee <br />will be implemented effective October 1, 1990. <br />The surcharge is a small fee to pay for the level of service <br />provided to the populace wherein each citizen is assured of a <br />timely response protecting life and property on a twenty-four hour <br />basis. For the twelve month period, the cost for the average <br />resident with one phone line is $5.76. <br />RECOMMENDATION: <br />Staff recommends approval of the Resolution imposing the recurring <br />and non-recurring E911 system surcharge with a $.48 fee for the <br />next fiscal year with a split of $.44 for recurring expenses and <br />$.04 for non-recurring expenses. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />staff's recommendation and adopted Resolution 90-94, <br />providing for the establishment of a county -wide "E911" <br />telephone fee to pay for recurring and non-recurring <br />charges, etc. <br />37 <br />A U c 91 1990 ?I j 0 r ,J: <br />p� i <br />
