r-AUG 211990 <br />closing by one week. <br />ROOK FFAGFl <br />If we were to deduct a whole acre, it would <br />increase the cost by $65,000 as opposed to our appraised value. <br />In discussing the counteroffer with their attorney, B. T. <br />Cooksey, staff indicated that we felt it was quite a bi.g <br />difference from our appraised value to what the Kennedy's want <br />for their 3.4 acres and that we didn't feel comfortable in <br />recommending that the Board spend $65,000 more than the appraised <br />value. Mr. Cooksey said he would communicate our concern to the <br />Kennedy family. Director Davis explained that this is one of 4 <br />parcels remaining to complete the right-of-way acquisition for <br />Phase IV of the Boulevard. <br />Commissioner Bird understood that we have the options of <br />accepting their proposal, going to condemnation or continuing to <br />negotiate. <br />Commissioner Bird didn't feel comfortable with paying the <br />increase over and above the appraised value in the first place, <br />and sure didn't feel comfortable now with paying it if they are <br />going to remove a whole acre from the parcel. <br />Director Davis didn't have a problem with the recommendation <br />as proposed today, and Administrator Chandler explained that <br />after looking at the counteroffer yesterday of pulling out that <br />acreage, staff feels that the price should be reduced, and, if it <br />is not reduced, then staff recommends going with condemnation. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, that the Board authorize staff <br />to convey our position to the Kennedy family that they <br />can either accept this as presented by staff and sell <br />us the 1.07 acres at the price we have agreed to pay; <br />or deduct that acreage and keep it and the County would <br />pay whatever the reduced price would be based on the <br />appraised value of that 1.07 acres; and, if they don't <br />choose to accept either one of those two options, we <br />will go to condemnation. <br />52 <br />
