'•1 <br />4. Section 103.02(a) <br />Delete (a) Insert the following: <br />'Ifa) Terms, reappointment and (vacancies. Unless <br />specified otherwise, the regular term of office shall <br />be two years. Members may serve until their successors <br />are appointed.' Members may be reappointed. Vacancies <br />shall be filled for the unexpired term." <br />S. Section 103.02(h) <br />Add at the end of the last sentence "upon request!' <br />6. Section 103.02(1) <br />Add before the sentence beginning "Each Commission" the <br />phrase: <br />"A County Commissioner, if a member of a Commission or <br />Board, shall chair that Commission or ' Board; <br />otherwise," <br />7. Section 103.03 <br />Add a new paragraph (e) to read as follows: <br />"(e) Indian River County Environmental Control Board. <br />There is hereby created the Indian- River County <br />Environmental Control Board pursuant to the. authority <br />and procedures of Chapter 85-427, Laws of Florida. The <br />Board shall be constituted and have powers and <br />responsibility as set forth In said Laws of Florida. <br />It shall appoint a five -member Hearing Board pursuant <br />to and with powers provided by said Laws of Florida." <br />8. Section 103.05(b) <br />Delete everything after the first sentence and delete <br />from the first sentence the word "staggered". <br />Chairman Eggert suggested under the Agenda list, Item 7, <br />where it now says Clerk of Court, possibly that should be changed <br />to read Constitutional Officers. <br />Chapter 100 - Attorney Vitunac noted that Chapter 100, <br />General Provisions, is a technical chapter that is mainly legal. <br />The Chairman asked if anyone had any questions or comments <br />on Attachment "A" Title I. She noted that she and Executive <br />Aide Liz Forlani, who reviewed these chapters, had a question on <br />Section 100.02 (e) Computation of time, but were informed that it <br />is as defined in state law. <br />Attorney Vitunac informed the Board that Chapter 100 sets <br />the rules that apply to all chapters; it sets fines, explains the <br />appeal process, and tells people how to work through the system. <br />26 <br />
