r AUG 2 8 <br />1990-� <br />Chapter 102 <br />- Board of County Commissioners Meetings <br />and <br />Procedures. Attorney Vitunac noted that this sets out the names <br />of the 3 County Officers and their duties and the Board/employee <br />relationship. The recommended changes%have to do with the <br />agenda. Since this was written, the agenda has switched to the <br />Administrator; so, the words "Executive Aide" in 102.01 should be <br />changed to read "County Administrator." In 102.04, we use the <br />same agenda format presently used, changing Public Presentations <br />to Proclamations and Presentations and changing Clerk to the <br />Board to Constitutional Officers. <br />Chairman Eggert discussed the inclusion of Matters by the <br />Public, but noted there is some question if we should have this. <br />Commissioner Scurlock commented that the only thing he sees <br />is that there are a number of policies that we historically chose <br />to follow but that have never been put down in writing, and he <br />did not see any attempt to do that here. For example, it has <br />been our policy that if a Commissioner has a conflict or feels a <br />conflict, not only do they file the appropriate papers, but they <br />physically leave the room. We also have had a policy that if <br />something is turned in by Wednesday before the next meeting, <br />anyone will be put on the agenda. He just felt all these various <br />type things should be spelled out. He further noted that we have <br />not adopted Roberts Rules of Order. <br />Attorney Vitunac believed that is covered under 102.06, and <br />that (f) really spells it out. He believed Roberts Rules <br />actually stifle debate. <br />Commissioner Wheeler noted that our meetings are run very <br />openly, and he personally thought having it governed by 3 votes <br />works well. <br />Commissioner Scurlock further noted that in regard to <br />appointments to the various boards, we have had rather general <br />policies that are not specifically set down. <br />Chairman Eggert agreed that on the P&Z Commission, we tradi- <br />tionally have said we would make one appointment from each <br />28 <br />
