Chairman Eggert understood that representatives from a <br />couple of firms are here today to challenge staff's <br />recommendation on the award of this bid on a track hydraulic <br />excavator..to Florida Equipment in the amount of $190,857 for the <br />Liegherr R942 HDSL. <br />Frank Dougherty of M.D. Moody 8 Sons out of Jacksonville <br />presented his arguments in favor of the County accepting his <br />firm's alternate bid on the Koehring machine, which could have <br />air conditioning and cat walks installed as add-ons. <br />Bob Garner of L. B. Smith out of Orlando presented arguments <br />in favor of the County accepting their bid of $174,981 for the <br />Kobelco K912LC. <br />Lengthy discussion ensued regarding the significant <br />difference in the bid amounts, ranging from $211,892 to $168,800, <br />and the differences in the equipment. After almost one hour of <br />comparing performance, stability, durability, service, and <br />warranties of the Liegherr, Kobelco, and Koehring machines, <br />Commissioner Scurlock stated that he hadn't seen the <br />justification to spend $190,857 on the Liegherr as recommended by <br />staff. <br />Utilities Director Terry Pinto commented that air <br />conditioning and cat walks are important, but the most important <br />thing is the stability of the equipment. <br />Ron Brooks, Manager of the Solid Waste Disposal District, <br />advised that if the Board should wish to deviate from staff's <br />recommendation, staff's second choice would be the bid from L.B. <br />Smith for the Kobelco. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, that the Board award the bid to <br />L.
