SEP 0-4 19W <br />DESCRIPTION & CONDITIONS: <br />On June 27, 1989, the Board of County Commissioners approved a <br />Joint Participation Agreement with the Florida Department of <br />Transportation (FDOT). The agreement was actually a grant award <br />in the amount of $25,000.00, allowing the County to purchase a <br />computer and a plotter for the planning division, and telemetry <br />site hardware equipment for the public works department. It is <br />anticipated that this equipment will further the objective to aid <br />in the examination of traffic operations, and other transportation <br />system management strategies to improve traffic flow and decrease <br />congestion on the State Highway System. <br />Since that time, the planning division has purchased the above <br />referenced computer hardware and plotter equipment; however, the <br />public works department has not yet purchased the telemetry <br />equipment. Based on their determination that it would be more <br />efficient to eliminate the purchase of telemetry site hardware, and <br />substitute the purchase of portable automatic vehicle classifiers <br />and peripheral equipment, the Public Works staff has requested an <br />amendment to the joint participation agreement. This amendment <br />would transfer unused funds originally allocated for purchase of <br />the computer and plotter to purchase•of traffic count equipment. <br />Besides the funding change,' this amendment will also change the <br />type of count - <br />equipment from telemetry machines to automatic <br />vehicle classifiers and peripheral equipment. <br />To facilitate this change, staff sent FDOT a request to change the <br />scope of services to revise the grant's line item funding amounts <br />and to allow the purchase of portable automatic vehicle classifiers <br />and peripheral equipment. In accordance with this request, FDOT <br />has incorporated the requested revisions into an amended agreement, <br />and has submitted the supplemental joint participation agreement <br />to be executed by the Board (copy attached). <br />ALTERNATIVES AND ANALYSIS: <br />Staff has determined that the overall effect of the request will <br />be more in keeping with the original intent of improving Indian <br />River County's ability to accomplish traffic circulation and <br />transportation study activities. <br />RECOMMENDATION: <br />Staff recommends that the Board authorize the chairman to execute <br />the attached Supplemental Joint Participation Agreement. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously adopted <br />Resolution 90-103, approving a change in the Indian <br />River County/FDOT Joint Participation Agreement. <br />SUPPLEMENTAL JOINT PARTICIPATION AGREEMENT IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />46 <br />
