In doing <br />a study, we found that we were one of the very few counties in <br />the state that did not have a step progression plan; we were <br />experiencing a turnover rate of about 300, which is extremely <br />high; and our intent was to address that turnover rate. <br />Mr. Simeone felt that percentages actually are just a word <br />game, and discussion continued at length with Administrator <br />Chandler explaining the grades and steps, longevity provisions, <br />etc. <br />Mr. Simeone understood then that the big raises he mentioned <br />are actually an adjustment to get those people where they should <br />be and this will straighten out in the ensuing years. <br />George Ireland of 35th Street did not feel the reasons given <br />are a satsfactory explanation for a $14,000 increase. <br />Administrator Chandler clarified that it is a percent on <br />that individual's base salary, and Attorney Vitunac explained <br />that Mr. O'Brien stepped into a position of an Attorney I and he <br />is an Attorney II. He actually got a $19,000 cut in pay when he <br />came to work here; so, he did not get a $14,000 raise. <br />Commissioner Scurlock believed that periodically we need to <br />look at our administrative salaries because if you continue to <br />get 50 of a larger number, it all gets askew. <br />Mr. Ireland felt that $4,000 still looks like an outlandish <br />increase and that expla.ins why his taxes went up 65% a year for <br />the preceding 5 years. <br />The Chairman determined that no one else wished to be heard <br />and closed the public hearing on the General Fund. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Bowman, -.the Board unanimously (4-0) approved <br />a tentative millage rate of 5.1512, (2.90 over roll- <br />back) for the General Fund for FY 1990/91. <br />
