Administrator Chandler explained that the expenses are <br />totally tied to paving and drainage projects, and the size of <br />those projects depends on the amount of funds available. About 2 <br />years ago, we paved 87th Street and we contemplate paving 101st <br />Avenue, and he believed an overall drainage study has been <br />completed recently. <br />Commissioner Scurlock further explained that the original <br />district was formed at the request of the Property Owners <br />Association, and they came up with a basic concept and budget. <br />At one point that group actually came before the Board and wanted <br />to charge $100 a year per parcel/acre, but the Commission left it <br />at the $15 level. <br />OMB Director Baird advised that there are 3,980 lots in Vero <br />Lake Estates, and if you own a piece of property that is less <br />than an acre, you still pay $15. <br />Mr. Ireland stated that he owns 10 acres that he had hoped <br />to retire on some day, but there is nothing but a slough of mud <br />on the street his house might go on. His taxes have gone from <br />$100 to about $600, which is pretty astronomical because he has <br />seen absolutely no improvement other than on 87th Street. <br />Commissioner Scurlock wondered how much of the change is due <br />to a change in Mr. Ireland's property assessment. He noted that <br />Vero Lake Estates has posed a monumental problem to us for many <br />years. It was platted way back when no thought was given to such <br />things as drainage and roads. This is a very sizable area, and <br />the Property Owners wanted to try to begin at least some improve- <br />ments. There is no question that what has been paved is not <br />really enough, nor has enough drainage been provided, but this is <br />such a large area that it is practically impossible to raise the <br />money needed to go in and do the job right. Commissioner <br />Scurlock pointed out that the current zoning laws in the county <br />would not allow this ever to happen again; you now have to put in <br />the roads and the drainage, but when this came about, there was <br />no zoning in the county. <br />BOOK PAGE <br />21 uj- <br />
