TO: James Chandler <br />County Administrator <br />DIVISION BEAD CONCURRENCE: <br />i <br />Robert Keating AICP <br />Community Developjhent Director <br />FROM: Sasan Rohani .54L. <br />Chief, Long-Range Planning <br />DATE: August 27, 1990 <br />SUBJECT: Adoption of Indian River County, Land Development <br />Regulations <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of September 11, 1990. <br />DESCRIPTION & CONDITIONS: <br />On February 13, 1990, the Indian River County Board of County <br />Commissioners adopted the Indian River County Comprehensive Plan. <br />The adoption of the comprehensive plan was required by the Local <br />Government Comprehensive Planning and Land Development Regulation <br />Act, Chapter 163, Part II, Florida Statutes. Besides mandating <br />adoption of a plan, the act also requires that within one year of <br />the required comprehensive plan submittal date land development <br />regulations consistent with the adopted comprehensive plan be <br />adopted or amended. Since the county's required submittal date was <br />September 1, 19891 the land development regulations are required <br />to be adopted by September 1, 1990. <br />In rewriting the land development regulations, the Community <br />Development Department has coordinated with the County Attorney's <br />Office. The result of this coordination is a proposed reformat of <br />the county's entire Code of Laws and Ordinances to a unified Code <br />Book. The Attorney's office is responsible for titles I through <br />VII, and the Community Development Department is responsible for <br />title VIII (Comprehensive Plan), and title IX (Land Development <br />Regulations). <br />Since January, the Community Development Department has held <br />workshop meetings every Thursday, from 9:00 a.m. to 12:00 noon, to <br />solicit public input on the rewrite of the land development <br />regulations. Prior to initiating the workshop process, a <br />questionnaire was prepared and mailed to the members of the public <br />whose names were included on the planning division's workshop <br />participation list. Besides notification of those on the workshop <br />list, an article published in the Press Journal explained the <br />workshop process, provided a workshop schedule, and encouraged <br />public participation. As a result of those efforts, various <br />individuals and groups attended the weekly workshop meetings and <br />made comments on draft chapters. In many cases, changes to initial <br />drafts were made based upon those comments. <br />In order to secure the Planning and Zoning Commission's comments <br />and provide an opportunity for the public who could not participate <br />in the daytime meetings, the Community Development Department held <br />several workshop sessions at the regular and special meetings of <br />the Planning and Zoning Commission. Also, the Community <br />Development Department held a workshop meeting before the Board of <br />County Commissioners. <br />12 <br />
