M M <br />Attached to this agenda item are drafts of 33 chapters which <br />constitute the set of land development regulations for the County. <br />These draft chapters have been reviewed in workshops and have been <br />revised to reflect workshop comments as well as comments received <br />from other county departments, interested individuals, and the <br />Planning and Zoning Commission. <br />On August 23, 1990, the Planning and Zoning Commission voted 7 to <br />0 to recommend to the Board of County Commissioners that the land <br />development regulations be approved. <br />ALTERNATIVES & ANALYSIS <br />In preparing these land development regulations, the staff used <br />existing codes and ordinances as much as possible. While some <br />ordinances such as the sign regulations have been substantially <br />revised within the last several years and only required <br />reformatting and minor changes, other chapters such as concurrency <br />management, wellfield protection, upland habitat protection and <br />several others are completely new. For this reason the draft land <br />development regulations are a combination of existing regulations <br />and new initiatives. <br />Besides complying with the state mandate to enact revised land <br />development regulations, the staff had several other objectives for <br />the project. These were to make the new land development <br />regulations consistent with the adopted comprehensive plan, make <br />the new land development regulations easy to use and understand, <br />and correct problems in the existing code. Toward this end, the <br />staff critically assessed existing codes, identified comprehensive <br />plan mandated regulations, researched regulatory alternatives, and <br />obtained public input. The result is the draft set of land <br />development regulations attached to this item. <br />The staff recommends that the Board of.County Commissioners approve <br />these land development regulations. <br />Director Keating noted that staff would like approval to go <br />ahead and clean up any minor non -substantive things, such as <br />typos, etc., and with those corrected, would recommend the LDRs <br />be approved. <br />Commissioner Scurlock brought up the matter of how we should <br />proceed today. He believed the Commissioners have been <br />approached by different individuals, and it seems that since this <br />procedure has been so time consuming and there has been so much <br />effort put -into it with many language changes, it has been <br />suggested that the Commission form an advisory committee to take <br />d, <br />an overlook at the entire thing over a longer time period. <br />Chairman Eggert noted that she had that on the agenda to be <br />addressed after we went through all the chapters, and she <br />SEP11 X990 13 <br />
