Unless areas are classified on or by <br />the official zoning atlas of Indian River County, or the <br />appropriate classification can be established by the <br />rules above, such area shall be considered to be <br />classified as agriculture -1 (A-1) east of I-95 and <br />Agriculture -2 (A-2) west of I-195 until such time as the <br />land is rezoned by the Board of County Commissioners. <br />Attorney Collins noted that we will be adding A-3 also, but <br />he pointed out that we also have some A-1 to the west of 1-95 and <br />we must be sure to mention that. <br />Warren Dill expressed his concern about someone who owns a 5 <br />acre AG tract and can only build on one acre of it because this <br />language clearly says that lots created through the PD process <br />shall not exceed one acre in size, with the remainder of the area <br />designated as open space, and Chairman Eggert noted that the DCA <br />is specifically trying to prevent having one house on 5 acres, <br />which they call urban sprawl. <br />Board members continued to express their strong opposition <br />to and frustration with this concept. <br />Commissioner Scurlock believed that we are getting sucked <br />into an approval process we cannot live with, and Commissioner <br />Bird stressed that he cannot vote for something that says at no <br />time in the future -is somebody going to be able to live on a <br />piece of land bigger than 1 acre in size. <br />Chairman Eggert noted that it is not saying never, but until <br />we can get this straightened out. <br />Discussion continued at length in regard to the people who <br />wish to live out in the country and are happy to have less <br />services. <br />Director Keating again emphasized that the state philosophy <br />is anti urban sprawl, but it is not against creating, in essence, <br />new towns where you have the whole range of services. <br />Commissioner Scurlock asked where the Legislature said this <br />when they enacted the Growth Management Act. He believed the <br />state policy is against creating new municipalities. <br />Todd Smith, Engineer from Peterson & Votapka, wished to know <br />when you have a 40 acre tract with eight 1 acre lots, do the <br />28 <br />
