M M <br />as you are going through where all these various things are <br />documented rather than just "staff told me." <br />Chairman Eggert brought up the inability for the applicant <br />to talk at the Technical Review Committee level, and Director <br />Boling advised any question is generally worked out outside of <br />the meeting. <br />Commissioner Bird noted that he has had people ask for the <br />opportunity to talk with a specific a specific time limit being <br />set. <br />Chairman Eggert expressed concern about minor things being <br />worked out without having to resubmit to TRC. She then referred <br />to Page 50 where it says Emergency Access "may" require one or <br />more emergency accessways. She felt that for over a certain size <br />development, it should say "shall." <br />Director Boling advised that there is discretion the way it <br />is written now relating to the size, but we can add criteria. <br />Chairman Eggert continued to stress that we are concerned <br />about those developments that have one exit, but Director Boling <br />noted that in some cases there is no option for another exit, <br />such as those subdivisions between A -1-A and the river; so, there <br />needs to be some discretion built in. <br />Chairman Eggert believed that bikeways and sidewalks remain <br />a matter of concern and possibly they should go to committee. <br />Director Boling pointed out that we did put in the option <br />for escrowing for bikeways and sidewalks. <br />Commissioner Bowman later wished to know where the fee <br />actually begins in Subdivision planning.
