The Board reviewed the following memo dated 9/5/90: <br />TO: James Chandler <br />County Administrator <br />DIVISION HEAD CONCURRENCE: <br />Robert M. eat' , AI <br />Community Develo men irector <br />FROM: Sasan Rohani S'•2 <br />Chief, Long -Range Planning <br />DATE: September 5, 1990 <br />SUBJECT: Adoption of Chapter 800, Comprehensive Plan chapter of <br />Indian River County, Code of Laws and Ordinances <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of September 18, 1990. <br />DESCRIPTION & CONDITIONS: <br />On February 13, 1990, the Indian River County Board of County <br />Commissioners adopted the Indian River County Comprehensive Plan. <br />The adoption of the comprehensive plan was required by the Local <br />Government Comprehensive Planning and Land Development Regulation <br />Act, Chapter 163, Part II, Florida Statutes. Besides mandating <br />adoption of a plan, the act also requires that within one year of <br />the required comprehensive plan submittal date land development <br />regulations consistent with the adopted comprehensive plan be <br />adopted or amended. Since the county's required submittal date was <br />September 1, 1989, the land development regulations are required <br />to be'adopted by September 1, 1990. <br />In rewriting the land development regulations, the Community <br />Development Department has coordinated with the County Attorney's <br />Office. The result of this coordination is a proposed reformat of <br />,the county's entire Code of Laws and Ordinances to a unified Code <br />Book. The Attorney's office is responsible for titles I through <br />VII, and the Community Development Department is responsible for <br />'title VIII (Comprehensive Plan), and title IX (Land Development <br />Regulations). - <br />;Attached to this agenda item. is a draft of Chapter 800, <br />Comprehensive Plan of the County Code of Laws and Ordinances. This <br />draft chapter has been reviewed in workshops and has been revised <br />to reflect workshop comments. as well as comments received from <br />'other county departments, interested individuals, and the Planning <br />;and Zoning Commission. <br />'On August 23, 1990, the Planning and Zoning Commission voted 7 to <br />0 to recommend to the Board of County Commissioners that the land. <br />,development regulations including Chapter 800, Comprehensive Plan, <br />The approved. <br />!RECOMMENDATION <br />The staff recommends that <br />:Chapter 800, Comprehensive <br />the Board of County Commissioners adopt <br />Plan. <br />27 <br />SEP 18 1990 <br />
