M <br />engineer, one general contractor, and four (4) members <br />with experience in the building industry. One member <br />of the board shall be a representative of the board of <br />the zoning adjustments. <br />4. Code Enforcement Board. There is hereby created the <br />Indian River County Code Enforcement Board pursuant to <br />authority and procedures of Chapter 162, Florida <br />Statutes. The Board shall be constituted and have <br />powers and responsibilities as set forth 'in Chapter <br />162, Florida Statutes. <br />S. Indian River County Environmental Control Board. There <br />is hereby created the Indian River County Environmental <br />Control Board pursuant to the authority and procedures <br />of Chapter 85-427, Laws of Florida. The Board shall be <br />constituted and have powers and responsibility as set <br />forth in said laws of Florida. It shall appoint a <br />five -member hearing board pursuant to and with powers <br />provided by said Laws of Florida. <br />Section 103.04 Advisory Commissions and Boards <br />All advisory boards or commissions shall be created by <br />resolution instead of by ordinance. The Executive Aide <br />shall keep a current list of all advisory board resolutions <br />with a current roster of their membership and shall provide <br />notice and minutes for all meetings. <br />Section 103.05 Tourist Development Council <br />1. There is hereby established and appointed a County <br />Tourist DeyeIopment Council consisting of the- Chairman <br />of the Board of County Commissioners of Indian River <br />County or another member of the Board of County <br />Commissioners as designated by the Chairman; two (2) <br />elected municipal officers, one of whom shall be from <br />the most populous municipality in the County; three (3) <br />owners or operators of motels, hotels, recreational <br />vehicle parks, or other tourist accommodations, within <br />the County; and three (3) persons• who are involved In <br />the tourist industry and who have demonstrated an <br />interest in tourist development, but who are not owners <br />or operators of motels, hotels, recreational vehicle <br />parks, or other tourist accommodations. All members of <br />the Council sha-Il-be electors of the County. <br />2. " The members of the Council shall be appointed by the <br />Board of County Commissioners of Indian River County <br />and shall serve for terms of four (4) years; <br />3. .The Chairman of --the Board of County Commissioners of <br />Indian River County or his designee who is a member of <br />the Board of County Commissioners shall be the Chairman <br />of the Tourist Development Council. <br />4. The Council shall, from time to time, make <br />recommendations to ,the Board of Cou-nty Commissioners <br />for the effective operation of special projects or for <br />uses of the tourist development tax revenue. _ The <br />Council shall continuously review expenditures of <br />revenues from the tourist development trust fund and- <br />, shall receive, at least quarterly, expenditure reports <br />from the Board of County Commissioners or its designee. <br />Expenditures 'which the Council believes to be <br />SEP '1 8 1990 49 guar Face Ub <br />I <br />
