The sub -element in Policy <br />6.8 stipulates that a Grease and Fuel Oil Interceptor Ordinance be <br />implemented by September 1, 1990. The Department of Utility <br />Services and the Public Health Unit have jointly drafted; the <br />attached ordinance. The ordinance will set standards for <br />installation, and will provide for variances, exemptions, <br />permitting, inspections, requirements relating to necessity; and <br />maintenance, and for enforcement. <br />ANALYSIS: <br />The Department of Utility Services must protect its sewer systems <br />and treatment plants from grease and petroleum product degradation. <br />This ordinance will provide the means and. tracking to accomplish <br />that goal. • The ordinance was workshopped August 10, 1990, and <br />incorporated -comments are produced inbold face type ini the <br />document. <br />RECOMMENDATION: <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize publication for a public hearing so <br />as to adopt the attached Pollutant Interceptor and Grease Trap <br />Ordinance and provide a methodology of tracking and monitoring <br />grease traps in the County. <br />Chairman Eggert noted that there is a new recommendation, <br />and Utilities Director Terry Pinto advised that they would like <br />to have the proposed grease trap ordinance advertised for the <br />regular BCC meeting of October 16, 1990. <br />Commissioner Bowman suggested a change in Item #5 in Section <br />VII on page 6. Instead of "Grease and/or pollutants may only be <br />removed by approved haulers", it should say, "Grease and/or <br />pollutants shall be removed only by approved haulers and disposed <br />of at a location authorized by Indian River County and the Health <br />Department." <br />Commissioner Scurlock asked Director Pinto to define <br />"grease", and Director Pinto explained that grease comes in many <br />disguised forms, such as soap, cooking materials, etc. <br />Chairman Eggert requested that a clearer definition of <br />"grease" be included in Section II - Definitions. <br />66 <br />M <br />
