improvements will serve the transportation needs of the facility. <br />The location is also in close proximity to the population centers <br />of the county. There are several environmental constraints; <br />however, their. location and magnitude are such that they can <br />enhance the open space amenities and stormwater needs of the <br />facility as well as provide buffers for surrounding development. <br />Based on this analysis, staff proposes that the request be reduced <br />to 130 acres by removing the 26 acre wetland and upland habitat <br />area at the northeast corner of the property. <br />RECOMMENDATION <br />Based on the analysis, including the Planning and Zoning <br />Commission's recommendation, and the comments made by the Treasure <br />Coast Regional Planning Council and the State Department of <br />Community Affairs (DCA), staff recommends that the Board of County <br />Commissioners:" <br />1. amend the Comprehensive Plan to: <br />a. enlarge the SR60/Rings Highway Node to 290 acres by <br />including the 130 acre site in the node; and <br />b. amend the Traffic Circulation and Capital <br />Improvement Elements to reflect improvements <br />required by the Indian River Mall project. <br />2. incorporate within the Indian River Mall Development <br />Order provisions which prohibit the development of <br />peripheral commercial development prior to the regional <br />mall facility development and- provisions which permit <br />the county sufficient time to change the property's land <br />use plan designation if the mall is not constructed. <br />Commissioner Scurlock asked Director Keating if we would be <br />a <br />considering a rezoning of this size and magnitude if it were not <br />a regional mall, and Director Keating stated that we would not. <br />Commissioner Scurlock further believed the magnitude of this <br />project constitutes a very significant impact on our infrastruc- <br />ture and one that would necessitate many modifications to the <br />;Transportation, Utilities, and other elements of our Comprehen- <br />jsive Plan. This was also confirmed by Director Keating. <br />Commissioner Scurlock wished to be sure that this was very <br />clear on the record.because he has been very firm all along, and - <br />he believes the Commission has also, on this issue. `We have a <br />concept and while we have identified a couple of areas in the <br />county that may accommodate a regional mall, he is very cautious, <br />as one Commissioner, about going out and rezoning a couple <br />hundred acres and ending up with another Ryanwood and Vero Mall. <br />Even though we know of this developer, he wanted to be sure that <br />legally we have an ability to track this project so that he <br />i <br />' <br />SER25 29 <br />X9 0 <br />� - I <br />
