IA <br />Director Keating noted that when you get to the Development <br />Order, the Board can put in any wording that is appropriate. <br />Commissioner Wheeler asked if there has been any considera- <br />tion of any other commercial property not keeping its commercial <br />status because of the increased size of this project. <br />Director Keating confirmed that one alternative was to <br />approve the mall facility itself and 50 acres of peripheral and <br />look and see if 50 acres somewhere else in the node could be <br />'reduced so that in essence it would be a no net gain, but P&Z did <br />not feel comfortable with that. <br />Commissioner Wheeler believed the intent in the beginning <br />was to get away from strip zoning. A thing he hates to see with <br />any mall development is a hodgepodge of strip development follow - <br />Ing it, and he wondered if there is a way around that. <br />Director Keating advised that again, the P&Z did not opt for <br />that. He emphasized that staff evaluate this project in light of <br />the various Land Use policies in the Comprehensive Plan and found <br />this mall relates well to the existing development and growth <br />pattern in the county. He further noted that the Housing Element <br />is a major issue with the DCA throughout the state. Mall facil- <br />ities generally employ quite a few people with lower salaries and <br />may generate the need for more affordable housing. We have <br />addressed this from a couple of different standpoints. In the <br />county we have had a higher than average unemployment rate, and <br />the mall may help that. Another factor is that again there is <br />the relationship between the proposed amendment and the D.O. for <br />the mall which includes the condition that'the applicant has to <br />analyze the affordable housing issue and develop some plan to <br />resolve that issue. <br />Director Keating continued to review the various issues <br />involved, noting that traffic circulation is probably the most <br />difficult and complex issue involved. The applicant has done an <br />analysis which the DCA has reviewed, and this can be considered <br />in the Development Order. <br />33 <br />Roor 7� <br />I <br />
