Mr. O'Haire also understood that' <br />the people at Vista Plantation have been told the widening of ':, <br />66th.Avenue will not impact the.ir golf course. It will, however; <br />affect the canal, and he.personally can confirm that the devel- <br />oper has never contacted the Dra.inage District. Mr. DeBartolo ig <br />asking the Board to let him,put his mall there and.let the market <br />drive his plan, but he would suggest that the Board's responsi- j <br />bility dictates that they don't allow this. <br />Chairman Eggert believed the City of Vero Beach was made <br />aware of everything that was going on before this went to the DCA <br />for review, but Attorney O'Haire felt that while City staff may <br />have been aware of it, the City Councilmen were not. <br />Commissioner Scurlock referred back to the canal, the <br />expansion of 66th Avenue, and the impact on the golf course at <br />Vista Plantation. He noted that we were assured this widening <br />could be accommodated and wished to know if this is in question. <br />Director Keating advised that is one of the items in the <br />Development Order, and the applicant has specifically said he <br />would accommodate any future need of widening of 66th Avenue to <br />-- take care of any problems the residents of Vista Plantation <br />perceived. There isn't, however, a requirement for the mall to <br />make general improvements on 66th Avenue other than some widening <br />that may occur down near the intersection. <br />Planning Director Boling further clarified that the way the <br />D.O. condition is worded is to require that whatever is needed to <br />accommodate future expansion will be provided by the developer, <br />but it is stated in staff's memo that the Drainage District holds <br />the key if there is to be any relocation of the canal. We have <br />structured the D.O. to require that the mall won't be developed <br />in a way that would preclude the option of expanding the road <br />toward the mall and away from Vista Plantation. <br />42 <br />
