I <br />S E P 2 5 1990 BOOK 81 <br />noted that their subdivision is very low, and she maintained that <br />either the developer or the county or someone needs to put in <br />drainage ditches. Mrs. Long stressed their drainage problems at! <br />length and in detail. She noted that although the mall will <br />bring in more taxes to the county, it will bring in increased <br />crime and increased traffic as well. She also asked what this <br />mall will do to the downtown stores, but mainly wanted to have on <br />record the flooding problem at Wallace Acres. She.additionally <br />stressed the traffic problem and the difficulty the residents <br />already have getting out onto Route 60. <br />Chairman Eggert assured Mrs. Long that drainage and <br />i <br />buffering are two very important parts of site plan approval. <br />Mr. Greco agreed that Mrs. Long has a valid point of <br />concern, but this will be handled at site plan approval and an <br />intricate drainage system will be installed, which very probably <br />will enhance the adjoining property and add to its value. <br />John Morrison commented that he has been planning and <br />managing citrus groves in this county for 30 years. This area is <br />encompassed within the Indian River Farms Water Management <br />District, and that District was never engineered to take off the <br />water from urban utilization which is much different than <br />draining citrus land. He was sure that the shopping center will <br />be high and dry enough that it will not be inundated, but every- <br />one else will be. <br />Diane Titherington, 4325 13th Place, noted that she wrote , <br />each Board member a letter opposing this "monster" mall, and she <br />again urged they not approve this because of the effect it would <br />have on everyone living west of town. <br />Tom McKenna, resident of 14th Place between 16th and 16th <br />Sts. on 43rd Avenue, referred to the statement about the widening <br />of 43rd Avenue being necessary regardless of the mall and asked <br />if we have reached a level in traffic capacity now that necessi- <br />tates 4 laning of that road from SR 60 to 12th Street, or might <br />having a turn lane run that length suffice. <br />46 <br />
