Director Keating advised that 43rd is very close to <br />capacity. He further explained that we are mandated to adopt a <br />Concurrency Management Ordinance. That ordinance is in place <br />now, and it specified that either improvements are to be made at <br />a certain level or development stopped. <br />Traffic Engineer Dudeck confirmed that we are above peak LOS <br />"D" on 43rd Avenue right now without any mail traffic. <br />Mr. McKenna noted that he is just saying that 3 lanes might <br />suffice, but Commissioner Scurlock believed 4 laning is on the <br />horizon whether the mall goes in or not. <br />Mr. McKenna pointed out that we already have a Penney's in <br />Vero Beach, and as far as Belk Lindsey and Sears are concerned, <br />we have them 15 minutes down the road, and he is against having <br />the mall. <br />The Board recessed for ten minutes and reconvened with the <br />same members present. The Chairman asked who wished to speak <br />next. <br />Robert Adair, stated that he lives on Cherry Lane approxi- <br />mately one mile from the proposed mall site. He agrees with <br />everything that has been said by Attorney O'Haire and Mr. John <br />Morrison, and he disagrees with the construction of the mall.. He <br />noted that he lives in the middle of a small orange grove and <br />spoke about agricultural concerns with drainage, etc. He also <br />expressed concern about wells in the area as well as the traffic <br />plan and was*,particularly.concerned about the traffic on 66th <br />Avenue which goes straight through to Sebastian. <br />County residents Stephanie DeGraff, Beatrice Patterson, Ann <br />Cummings, Muriel Roscoe, Anna Scarconi., and Pat Lyster,-all <br />stated their opposition to the mall for the record. <br />William Duryea, resident of Vista Plantation, wished to <br />thank the DeBartolo Company for considering moving the drainage <br />ditch or accommodating them in some way in the future so the <br />residents of Vista Plantation would not lose their golf course. <br />SEP 2 5 1990 47 <br />
