S E P 2 5 199® <br />BOOK <br />. 1 F'AvE 4S <br />He felt that was very civic minded of them, and he really appre- <br />ciated Mr. Greco's asking that the Commission give this some <br />future consideration even if the mall didn't go in. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commzissionew Bird, to approve staff's recommendation <br />which was to enlarge the Route 60/Kings' Highway Node <br />to 290 acres by including the subject 130 acre site <br />in the node and amend the Traffic Circulation and <br />Capital Improvement Elements of the Comp Plan to re- <br />flect the improvements required by the Indian River <br />Mall project, and to rezone the 130 acres to CG; <br />this to be contingent on agreements being entered <br />into with the developer, either through •the DRI process <br />or whatever the County Attorney finds adequate, re- <br />garding the reservation for water and sewer capacity <br />as well as the needed road improvements to mitigate <br />any transportation impacts, especially noting that the <br />developer has indicated a willingness to give the <br />necessary land on the east side of the canal on 66th <br />Avenue for construction of any improvement needed there. <br />Commissioner Wheeler noted that he has had some real <br />internal conflicts with this whole thing. He did believe that <br />possibly the majority of people in the community want a mall, but <br />the County Commissioners are elected to.sit here and use their <br />judgment to make some hard decisions. He has had conversations <br />with many people in the community and the developers, and he <br />cannot in good conscience support the proposed rezoning. He ran <br />for office based on continuing the quality of life that we have <br />in this community, and he believed the proposed mall will have an <br />irrevocable effect on that.
