Keati g AI <br />Community Dev//elljjop ent Virector <br />FROM: Stan Boling, KICP <br />Planning Director <br />DATE: September 17, 1990 <br />SUBJECT: PROPOSED DEVELOPMENT ORDER FOR THE INDIAN RIVER MALL <br />(DeBARTOLO) DEVELOPMENT OF REGIONAL IMPACT (DRI) <br />It is requested that the dat <br />consideration by the Planning <br />meeting of September 25, 1990. <br />DESCRIPTION AND CONDITIONS: <br />DRI Considerations <br />a herein presented be given formal <br />and Zoning Commission at its regular <br />The Indian River Mall is a large commercial development project <br />proposed to be located between S.R. 60 and 26th Street, east of <br />66th Avenue. Its ,scale and scope are such that the project <br />requires development of regional impact (DRI) -review pursuant to <br />Florida Statutes Chapter 380.06. <br />The purpose of the DRI process is to provide a mechanism to review <br />large projects from a regional perspective, culminating in an <br />assessment by the regional planning council of the anticipated <br />multi -county impacts of the project and recommendations to mitigate <br />any adverse impacts of the project. Supplied to the local <br />government of jurisdiction, this regional assessment provides a <br />basis for the local government to draft a development order (D.O.) <br />for the project. Overall, the. DRI process enables area governments <br />and agencies that do not have jurisdiction over the project a <br />chance to review -and comment on'. the project. The DRI process also <br />enables the Regional Planning Council, State Department of <br />Community Affairs (DCA) and the project applicant an opportunity <br />to appeal any local government actions or issued requirements in <br />connection with the application for DRI approval. <br />Regional Planning Council Review <br />The Treasure Coast Regional Planning Council (T.C.R.P.C.) has <br />coordinated the review of the Indian River Mall project and has <br />submitted, in the form of official recommendations, an assessment <br />of the regional impacts of the -project.
