Responses from the applicant; [note: three rounds <br />of 'questions and responses ensued]; <br />S. T.C.R.P.C. notification to the County that the <br />applicant chooses to proceed with review and <br />consideration of the request; <br />(8/17/90) 6. T.C.R.P.C. public hearing.on the project; approval <br />of a report and recommendation regarding the <br />regional impacts of the project; - <br />(8/31/90) 7. T.C.R.P.C. transmittal of its official report and <br />recommendations to .the County. <br />Local Government Review <br />(9/13/90) 1. [OPTIONAL] The Planning and Zoning Commission, <br />after reviewing T.C.R.P.C. ' and County staff <br />recommendations, makes a recommendation to the Board <br />of County Commissioners. <br />2. The Board of County Commissioners: <br />a. considers the comprehensive plan amendment and, <br />if it so desires, grants approval of the <br />request; <br />b. the Board considers the rezoning request and, <br />if it so desires, grants approval to the <br />request; <br />c. the Board considers the D.O. and, if it so <br />desires, approves it with conditions. <br />3. The D.O. is issued by the County as a resolution; <br />a reference to the D.O. is then recorded in the <br />public records. <br />-- 4. The issued D.O. is transmitted to the State, <br />T.C.R.P.C., and the developer. Within 45 days after <br />the order is issued, the State, T.C.R.P.C., the <br />developer, or any other aggrieved party may appeal <br />the order to the Florida Land and Water Adjudicatory <br />Commission. This would trigger the D.O. appeal <br />process set forth in the Florida Statutes. <br />5. The developer obtains site plan approval for various <br />phases of the project (only Planning and Zoning <br />Commission approval required). <br />6. The County monitors the progress of the project to <br />ensure that the terms of the D.O. are met. No local <br />development approvals or permits are to be issued <br />that conflict with the approved D.O. <br />7. The developer submits a required annual DRI report <br />to the County, T.C.R.P.C., and the State. The <br />report aids in the monitoring of the project's <br />progress. <br />Planning and Zoning Commission Review <br />At its regular meeting of September 13, 1990, the Planning and <br />Zoning Commission voted 5 to 1 to recommend that the Board of <br />County Commissioners approve the proposed development order if the <br />comprehensive plan amendment and rezoning requests _Are approved. <br />52 <br />® M M <br />_I <br />
