a <br />Board of County Commissioners Review and Action <br />The Board of County Commissioners is now to consider the proposed <br />D.O. and should determine whether, and to what extent, the D.R.I. <br />would be: <br />a. consistent with the local comprehensive plan and land <br />development regulations, and <br />b. consistent with the report and recommendations of the Treasure <br />Coast Regional Planning Council. <br />OVERVIEW OF THE PROPOSED DEVELOPMENT <br />The proposed project is located between S.R. 60 and 26th Street, <br />east of 66th Avenue (see attachment #1). The site contains a <br />variety of existing vegetative communities; large portions contain <br />old groves interspersed with some large oaks; wetlands with <br />adjacent hardwood uplands exist along the eastern portion of the <br />site; a +/- 5.1 acre cabbage palm hammock exists, as well as a <br />cluster of significant Simpson Stoppers which includes the County's <br />only recognized champion tree. The project is summarized as <br />follows: <br />1. Size of Development <br />- Total contiguous property owned by applicant: +/- 212.6 <br />acres <br />- Actual D.R.I. area of development: +/- 156 acres <br />2. Existing and Proposed Zoning/CLUP: (Actual area of <br />development) <br />Existing: A-1 (Agricultural), RM -6 (Residential Multi -family <br />up to 6 units per acre), RS -6 (Residential Single-family up <br />to 6 units pdr acre); all within an M-1 (Medium Density <br />Residential) designated area. <br />Proposed: all areas to be rezoned to CG (General Commercial) <br />except the +/- 26.5 acre wetland/detention area along the <br />eastern boundary of the site; all areas proposed for <br />commercial zoning to be re -designated as part of the S.R. <br />60/58th Avenue commercial node. <br />t3. Surrounding Uses: <br />North: 26th Street/Groves, residential <br />I South: S.R. 60/Commercial, residential <br />East: vacant, residential, commercial <br />West: 66th Avenue, residential (Vista Plantation) <br />�4. Proposed Uses: <br />- Regional Mall Facility ................. 707,544_square feet <br />- Retail ("power", strip center <br />and outparcels).......................396,452 square .feet <br />- Total...............................1,103,996 square feet <br />5. Development Period: 1990-1993; impact analysis based on <br />build -out by December 31, 1993. <br />ALTERNATIVES AND ANALYSIS: <br />General Approach of the D.O. <br />,Hundreds of pages of description and analyses are contained in the <br />ADA and supplemental reports which are incorporated by reference <br />'into the D.O.
