buffer improvements will be required during the site plan review <br />and approval process. <br />4. Air <br />These conditions and the application of the County's Tree <br />Protection and Landclearing ordinance will address dust and erosion <br />problems that could arise during construction. These conditions <br />will be part of the land clearing and tree removal permits that the <br />planning division issues prior to development. <br />5. Historic and Archaeological Sites <br />This section's condition requires the developer, upon discovery of <br />artifacts, to contact the State and arrange for preservation of <br />such artifacts. <br />6. Wetlands <br />A mixed hardwood wetland area ( currently re -charged by a flow well) <br />exists on site and is to be preserved. Approximately 3.2 acres of <br />wetland area (located south of the primary hardwood wetland) is to <br />be filled. A wetland mitigation plan is required to be approved <br />by the County, T.C.R.P.C., Army Corps of Engineers and St. Johns <br />River Water Management District prior to any work in the altered <br />wetland area. <br />Also, the Development Order requires native upland edge vegetation <br />around all created and preserved wetland areas. Also, any wet <br />stormwater management tracts will require littoral zone plantings. <br />7. Habitat Preservation <br />Approximately 4.7 acres of a +/-5.1 acre cabbage palm hammock is <br />to be preserved to,ielp meet the T.C.R.P.C.'s and County's native <br />vegetation preservation policies, to preserve the endangered <br />handfern plants which are located in the palms, and to function as <br />possible "credit" area in the wetlands mitigation plan. Approval <br />of a management plan for the preserve area is also required: <br />Temporary construction barriers will be required around the Simpson <br />Stopper cluster and preserve areas to protect these areas from <br />possible damage during construction. <br />8. Species of Regional Concern and Exotic'Species <br />In the event it is discovered that previously unidentified species <br />of regional concern exist on site, the developer shall cease <br />.activities that could negatively impact such species until proper <br />protection measures can be formulated and approved by the County <br />and the T.C.R.P.C. Also, exotic species are required to be removed <br />from the project site. <br />9. Drainage, <br />Various water quality measures such as filtration, and parking lot <br />sweeping requirements are included. Also, the Indian River Farms <br />adopted discharge rate is specifically referenced as a requirement <br />for this project's stormwater management system. <br />10 Hazardous Materials and Waste <br />A hazardous materials management plan is required to be submitted <br />and approved prior to site plan release. <br />11.
