Solid Waste <br />Submission of a solid waste stream reduction/recycling plan is <br />required along with any site plan application, and must be approved <br />by the Utilities department. <br />13. -Police and Public Safety <br />As within the Harbortown Center Mall (SIOPCO)-development order, <br />conditions are proposed that require the provision of private <br />security forces during construction and operation of the mall.- No <br />special exactions are required in the proposed Development Order. <br />14. Fire Protection and Health - <br />This condition requires verification from the South County Fire <br />District and Emergency Management Department that sufficient <br />manpower and equipment exists to handle the development impacts. <br />Emergency Management has indicated in writing that no specific <br />exactions are required; the Development Order proposes no exactions <br />for fire protection and health. <br />15. Day Care <br />A plan is required to show how employee related day care needs <br />generated by the project will be handled either on-site or within <br />close proximity to the site by existing or to -be -constructed day <br />care facilities. <br />16. Energy <br />These conditions require an energy-efficient project design. <br />17. Transportation <br />All traffic conditions have been established based on extensive <br />analysis. As previously stated, the analysis is based upon a <br />project build -out by December 31, 1993. The development order <br />conditions specify the roadway and signalization improvements <br />needed to accommodate the project impacts, and the timeframes for <br />beginning and completing the improvements. As with other D.O.'s, <br />a "catch -all" condition is included (#44) which stops the issuance <br />of all building permits for new construction if the December 31, <br />1993 date passes prior to build -out completion. An updated traffic <br />analysis would then be required to be submitted and approved by the <br />County, FDOT, and TCRPC. Specific construction and timing <br />provisions for any identified additional traffic improvements would <br />need to be agreed upon prior to the issuance of any further <br />building permits. <br />Traffic condition #38 provides the County with a future option to <br />expand 66th Avenue (an urban minor arterial roadway) without <br />removing or impacting existing trees and improvements on the Vista <br />Plantation site. The proposed Development Order does not and <br />cannot at this time "finalize" future roadway expansion plans <br />(which would, of necessity, involve the County, I.R.F.W.C.D., and <br />the developer). However, the condition precludes the mall from <br />being developed in a manner that would eliminate a future option <br />for expanding 66th Avenue away from the existing Vista Plantation <br />development. The developer has stated that, at this time, it does <br />not appear that 66th Avenue improvements required for this project <br />will encroach into the existing "Vista Plantation buffer area". <br />It should be noted that some "three laning" type of improvements <br />are already located within existing right-of-way (left turn lanes <br />at State Road 60 and Vista Plantation entrance driveway). <br />Note: Please see attachment #2: Traffic Improvements Summary <br />56 <br />� r <br />
