BOOK <br />1. The regional mall facility site plan application(s) <br />shall demonstrate that the mall traffic circulation <br />network is designed to accommodate the future <br />connections to adjacent areas. <br />2. The site plan application(s) for the regional mall <br />facility shall include a method of providing access <br />easements sufficient for accommodating the <br />connection of vehicle/pedestrian accessways to the <br />regional mall facility traffic network. Said <br />easement arrangement shall include an easement over <br />.the portion of the wetland and detention areas as <br />noted in exhibit•G. <br />b. Bikeway improvements along S.R. 60, as required in the <br />adopted Indian River County Comprehensive Bikeway and, <br />Sidewalk Plan,•shall be -provided along S.R. 60 prior to <br />the issuance of a certificate of occupancy (C.O.) for the <br />regional mall facility. <br />1. Prior to the issuance of a certificate of occupancy <br />(C.O.) for the regional mall facility, a 5' sidewalk <br />shall be provided along at least one access driveway <br />from S.R. 60 to the regional mall facility parking <br />area. <br />Director Boling continued to review the Development Order <br />itself, referring specifically to 2.b, under Commencement of <br />Development and Termination of Development and noting that devel- <br />opment must start by December 31, 1993 or the D.O. approval will <br />automatically terminate; also, no certificate of occupancy (C.O.) <br />can be issued for any portion of the project other than the mall <br />facility itself until a C.O. has been issued for at least 320,000 <br />sq. ft. of the mall facility. He pointed out that the recom- <br />mended changes he just distributed to the Commission add another <br />"hook." They provide that once development starts, it has to <br />proceed towards completion in earnest, and there is a 210 day <br />timeframe for having the shell of the building done. Director <br />Boling recapped the specific timeframes set out in the <br />recommended addition, and noted this is the same as we used in <br />the Shopco,D.O. <br />Commissioner Scurlock felt this goes a long way in solving <br />the problems he has brought up. <br />Director Boling advised that the new 2.f., in regard to <br />allowing the developer to commence clearing, grubbing, grading <br />and installing utilities in the area for which site plan approval <br />60 <br />M <br />
