Chandler September 18, 1990 <br />T�' County Administrator DATE: FILE: <br />ANTI-DRUG ABUSE GRANT <br />SUBJECT: CONTRACTS <br />Randy Dowling <br />FROM: Asst. to County AdministratoREFERENCES: <br />BACKGROUND <br />The Board of County Commissioners, during its June 5, 1990 regular meeting, <br />approved the Substance Abuse Council's recommendations regarding the <br />projects to be funded with the state's Anti -Drug Abuse Grant and authorized <br />staff to proceed with the grant application. The grant application was <br />reviewed by the Florida Department of Community Affairs which requested <br />that formal contracts between the County and two of the service providers be <br />executed prior to final grant approval. The Board of County commissioners <br />approved those formal contracts during its September 18, 1990 regular <br />meeting. Upon the advice of the County Attorney's office, the remaining two <br />service providers should also have formal contracts executed for internal <br />county use. <br />The five projects and their corresponding funding for FY 1990-91 are: <br />1) Substance Abuse Advisory Council Administrative Expenses - $16,000. <br />2) Indian River County Jail Substance Abuse Counseling Program - $51,695. <br />This program will be administered by New Horizons. of the Treasure <br />Coast, Inc. <br />Intervention /Aftercare Program - $51,695. This program will be <br />administered by New Horizons. <br />4) First Start Program. - $28,688. This project will be administered by the <br />Indian River County School Board. <br />5) Just Say No Program - $23,263. This project will be administered by <br />the Just Say No Council of Indian River County, Inc. <br />The grant's total funding request is $171,341. Of the total request; the <br />state's 75% allocated share is $128,506 and the County's 25% matching share is <br />$42,835. The County's matching share is budgeted for in the FY 1990-91 <br />general fund. <br />RECOMMENDATION <br />Staff recommends that the Board Chairman execute the two attached contracts <br />between the County and the Substance Abuse Advisory Council and the Just <br />Say No Council of Indian River County, Inc. <br />•I <br />SEP 12 51990 <br />r� A <br />,ROOK 81 PALE <br />
