Traffic Circulation: The site will access 67th Street via one <br />paved driveway-, and Public Works has approved this design. <br />The project is responsible for paving that portion of 67th <br />Street from U.S. Highway #1 to the project's entrance, <br />pursuant to Section 23.3(d)(3)a. As this project application <br />was submitted prior to adoption of the new LDRs on September <br />il, 1990, the project is required to escrow its "fair share" <br />of funds for the cost of paving the remainder of its 67th <br />Street frontage and for paving all of its Quay Dock Road <br />frontage pursuant.to Section 23.3(d)(3)e. <br />Quay Dock Road is classified a historic roadway by the <br />Comprehensive Land Use Plan. The applicant requested that the <br />escrow requirement for Quay Dock Road be waived by the Board <br />under the provisions of Section 23.3(d)(3)c, as permitted. <br />The Board adopted a revised version of this provision (Section <br />952.09) which reversed the application of the escrow <br />requirements for paving a historically designated roadway. <br />A historic roadway is now automatically exempted from the <br />escrow or paving requirement unless the Board specifically <br />requires paving. Although this project is being reviewed and <br />approved under the old ordinances, staff would recommend that <br />the Board grant the requested waiver from the escrow <br />requirement for the.project's Quay Dock Road frontage, based <br />upon the Board's new regulation and since the County has no <br />future road paving plans for Quay Dock Road. <br />8. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department, and a Type "A" <br />Stormwater Permit has been issued. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Ordinance #84-47. The project is providing a 30' setback and <br />buffer, landscaped with native vegetation, along Quay Dock <br />Road as required by Chapter 18, Article II, Sections 18-21 to <br />18-27.' <br />11. Utilities: The project will be served by private on-site <br />water and wastewater facilities, approved by the Environmental <br />Health Department, and specified in the Comprehensive Land Use <br />Plan.
