Surrounding Land Use and Zoning: <br />North: Quay Dock Road/CH, Heavy Commercial and RM -3, <br />Residential Multiple -Family up to 3 units per <br />acre. <br />South: 67th Street/RM-3, Residential Multiple -Family <br />up to 3 units per acre. <br />East: Undeveloped portion of the same property/RM- <br />3, Residential Multiple -Family up to 3 units <br />per acre. <br />West: U.S. Highway #1 <br />17. Planning and Zoning Commission Recommendation: On August 23, <br />1990, the Planning and Zoning Commission approved the site <br />plan, and recommended that the Board of County Commissioners <br />approve the special exception use, with the following <br />conditions: <br />1. Prior to any..approved site plan release: <br />a. The required additional right-of-way dedications for <br />67th Street and Quay Dock Road must be recorded in <br />the public records. <br />b. The funds for the "fair share" cost of paving the <br />remaining unpaved portion of 67th Street and Quay <br />Dock Road (unless waived by the Board of County <br />Commissioners) for the project's frontage must be <br />escrowed with the County. <br />C. A pedestrian access easement for the required <br />sidewalk along U.S. Highway #1 must be established <br />and recorded in the public records. <br />d. A Unity of Title for that portion of the property <br />being developed must be filed in the public records. <br />e. Written verification from all non -County utility <br />providers that service will be available for the <br />project must be received by the planning division. <br />2. The project shall connect to public water and wastewater <br />systems when service becomes available. <br />RECOMMENDATION: <br />Staff recommends the Board of County Commissioners grant special - <br />exception approval for the proposed project, and grant the <br />applicant's requested waiver from the escrowing and paving <br />requirements for Quay Dock Road. <br />Commissioner Scurlock asked if we still hold title to the <br />actual bridgehead property on the west side of the river, and _ <br />Planning Director Stan Boling believed we do, but he would get <br />that information to him later. <br />O C T 2 1990 30 3u <br />
