Rison v C` <br />Staff Planner, Current Development <br />DATE: September 6, 1990 <br />SUBJECT: C.M. MAPLE (TRUSTEE) AND DR. AND MRS. DONALD AMES' <br />REQUEST FOR SPECIAL EXCEPTION- USE APPROVAL FOR AN <br />ACCESSORY NON-COMMERCIAL GREENHOUSE <br />SP -MA -90-08-53 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 2, 1990. <br />PROPOSED DEVELOPMENT AND LOCATION: <br />Steven Chilberg has submitted a special exception site plan on <br />behalf of C.M. Maple and Dr. and Mrs. Donald Ames to construct a <br />2,400 square foot non-commercial greenhouse and pergola, located <br />on Lot 2 of the Little Harbour Subdivision. <br />Special exception uses are those types of uses that would not' <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as <br />to number, area, location, and/or relationship to the vicinity, <br />such uses would not adversely impact the public health, <br />safety,comfort, good* order, appearance, convenience, morals and <br />general welfare and as such would be compatible with permitted uses <br />within the particular zoning district. In .granting any special <br />exception, the Board may prescribe appropriate special conditions <br />and safeguards to ensure that the use is compatible with, <br />surrounding uses in the district. <br />The- Planning and Zoning Commission, at its August 23rd meeting, <br />voted (3-2) (2 members abstaining) to recommend that the Board of <br />County Commissioners grant special exception approval for the <br />project. The Planning and Zoning Commission also granted site plan <br />approval for the greenhouse, subject to the Board granting special <br />exception approval for the use. <br />A complete application was submitted and reviewed prior to the <br />September adoption of the new land development regulations (LDR's). <br />Thus, this application has been reviewed and should be considered <br />under what is now the "old" zoning code regulations. <br />SITE PLAN ANALYSIS: <br />1.
