- M M <br />greenhouse. Enclosed storage area is being provided and the <br />property owner has submitted a signed and notarized statement <br />that the greenhouse will not be used for commercial or <br />wholesale purposes. Conditions should then be imposed upon <br />the site plan approval relating to use of the greenhouse <br />subsequent to construction. A condition that recording of a <br />restrictive covenant that commercial or wholesale use of the <br />greenhouse is prohibited will serve to notify future owners <br />if the property is ever sold. A second condition that use of <br />the greenhouse prior to issuance of a Certificate of Occupancy <br />for the principal residential use is prohibited will meet the <br />remaining concerns of Section 25(g)(3). <br />14. Required Improvements: For the ��_ oning District, pursuant <br />to Section fo A), bikeways, sidewalks, and streetlights may <br />be requir6d improvements. For this project, these <br />improvements will not be required as they were required with <br />the previous approval of the Little Harbour Subdivision. <br />16. Surrounding Land Use and Zoning: <br />North: Lot 1 of the Little Harbour Subdivision/RS-31 <br />Residential Single -Family up to 3 units per <br />acre. <br />South: Lot 3 of the Little Harbour Subdivision/RS-3, <br />Residential Single -Family up to 3 units per <br />acre. <br />East: Little Harbour Lane. <br />West: The Indian River (site is waterfront) <br />17. Buffering and Compatibility - Planning and Zoning Commission <br />Recommendation: On August 23, 1990, the Planning and Zoning <br />Commission approved the site plan, and recommended that the <br />Board of County Commissioners approve the special exception <br />use, with the following conditions: <br />1. Prior to any approved site plan release: <br />a. Five ( 5 ) copies of revised plans indicating a raised <br />finished .floor elevation for the greenhouse or <br />evidence that the greenhouse will be watertight <br />below the site's base flood elevation must be <br />submitted to the planning division. <br />b. The greenhouse shall not be used for commercial or <br />wholesale purposes, and a restrictive covenant for <br />the property, stating such, shall be recorded in <br />order to notify future property owners if the <br />property is ever sold. <br />C. Adequate. opaque screening of. the greenhouse from <br />view of the adjacent residential lots must be <br />provided on the subject site. <br />2. Use of the greenhouse shall not be permitted prior to the <br />issuance of a Certificate of Occupancy for the principal <br />residence to which the greenhouse is an accessory <br />structure. <br />NOTE: Condition l.c. was added by the Planning and Zoning <br />Commission with the stipulation that the adequacy of the <br />screening would be determined by staff. Staff required that <br />the revised plans listed in condition l.a. and l.c. be <br />submitted prior to consideration of the special exception by <br />the Board; and that the revised plans include profiles of the <br />screening required by the Planning and Zoning Commission for <br />OCT 21990 34 Poop <br />
