In conclusion of his arguments, Attorney Lloyd emphasized <br />that all of these issues came up at the Planning & Zoning <br />Commission meeting and they recommended approval subject to the <br />conditions outlined in staff's recommendation. <br />Attorney Michael O'Haire advised that he is representing the <br />neighbors in Little Harbour, specifically, Dr. and Mrs. Edward <br />Branigan, who live to the north of the Ames' property, and Mr. <br />and Mrs. Thomas Coor, who are building a home to the south. He <br />distributed brochures containing photographs of the site, site <br />plans, a letter from a consulting landscape architect, and a <br />petition against the special exception approval for a non- <br />commercial greenhouse. Attorney O'Haire stressed that the two <br />main objections to the greenhouse/conservatory are size and <br />compatibility with the neighborhood, and proceeded to present the <br />following arguments: <br />1) The proposed size of the greenhouse is too large for a <br />residential site, and the elevation of the greenhouse is <br />still unknown. <br />2) The proposed buffering will not be sufficient to screen the <br />greenhouse from the second story of the Branigan residence. <br />3) The Community Design Committee of Little Harbour has not <br />approved this greenhouse. They have deferred any action on <br />this to see what action the Board is taking. <br />4) Adverse impact from stormwater run-off containing traces of <br />chemicals used in the spraying of orchids. <br />Edward Branigan, 1250 Little Harbour Lane, felt that a 2200 <br />sq. ft. structure is a commercial -size structure and has no place <br />in a residential neighborhood. He poi.nted out that a hobbyist <br />does not need this much space. If such a large structure is <br />desired, he felt it should be built out in an agricultural area. <br />He added that 2200 sq. ft. is larger than the average home in the <br />county and the size of the structure puts it in the commercial/ <br />OCT 21990 ; <br />42F'AUW <br />
