Parking/ Sanitary Facilities/Drainage - At the present <br />time, parking spaces, drainage, and restrooms are not <br />provided by the county along Jungle Trail. This lack <br />of facilities severely limits the use of the corridor <br />as a "park". Proper planning and implementation of <br />these items are necessary. <br />5. Utility Accommodations - Jungle Trail also serves as a <br />utility corridor for electric, telephone, water, sewer, <br />cablevision, etc. The regulation of .utility placement <br />is best controlled by right-of-way permits issued by <br />the Public Works Department. . <br />6. Maintenance Activities - At the present time, both the <br />Road and Bridge Division and the Parks Division <br />provides maintenance along the corridor. Regardless of <br />the -designation of the Trail, both Divisions will be <br />required to provide maintenance. <br />RECOMMENDATIONS AND FUNDING. <br />In summary, staff. is of the opinion that the present <br />designation of Jungle Trail as a "Scenic Road" under Chapter <br />18 of the Indian River County Code of Laws and ordinances <br />should be preserved. Staff does recommend the following <br />action: <br />1. Pursue the purchase of land along Jungle Trail for <br />parking and construction of restroom facilities, an <br />information exhibit, and picnic facilities; <br />2. restrict boat launching from Jungle Trail; <br />3. construct drainage improvements; <br />4. propose agreements with abutting property owners on <br />drainage, river access, parking, etc.; <br />5. stabilize the Indian River shoreline; L <br />6. pursue the hiring of a Park Ranger to patrol the Trail <br />to enforce regulations and monitor conditions; <br />7.. increase maintenance and trash removal; <br />8. increase signage, particularly at the CR510, AlA, and <br />Winter Beach Road intersections. <br />Chairman Eggert questioned Item #6 in staff's recommendation <br />"to pursue the hiring of a Park Ranger to patrol the Trail to <br />enforce regulations and monitor conditions", and wondered why <br />volunteers couldn't do this instead of us hiring a park ranger. <br />Administrator Chandler advised that the Park Ranger position <br />was not budgeted for this fiscal year and that it was a judgment <br />call on his part. <br />51 <br />
