MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, that the Board approved staff <br />recommendation's to retain the present designation of <br />Jungle Trail as a "Scenic Road" under Chapter 18 of the <br />IRC Code of Laws and Ordinances; approved the <br />actions listed under staff's recommendation with the <br />exception of Item #6, the hiring of a park ranger. <br />Under discussion, Commissioner Scurlock explained that <br />instead of hiring a park ranger this year, he would like to see <br />staff pursue working with the Sheriff's Department in the <br />volunteer program that he is trying to implement, and then look <br />at the funding of a Park Ranger position in the next fiscal year <br />or perhaps even later this fiscal year. <br />Director Davis noted that we have a real need for a park <br />ranger on the barrier island to lock up the parks at nights, <br />etc., but Commissioner Scurlock was very reluctant to approve <br />anything extra this year until we see the impact of the gasoline <br />price increases on the County's 1990-91 budget. <br />Commissioner Bird felt that we need someone to protect our <br />parks along there especially after the money we have put into <br />those parks, but. Commissioner Scurlock stated he would prefer to <br />see us work something out through a volunteer -basis and perhaps <br />look to approving this later in the fiscal year. <br />Commissioner Bird realized how hard Mil -lie Bunnell and her <br />group has worked on this and felt that approving 7 out of the 8 <br />points recommended is the best we can do at this point. <br />Millie Bunnell, president of the Indian River County <br />Historical Society, advised that they .agree with staff's <br />recommendation for a designation which sets out that it will be <br />both a scenic road and a park. With respect to acquisition of <br />land for public parking, she asked that it be done in such a way <br />that it does not destroy the stabilization of the road, and that <br />it be a place for people to walk, fish and enjoy.
