Cox, P.E.W- <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut -and Fill Balance Waiver <br />for Copelands Landing Subdivision, Phase.I & II and <br />Copelands Landing Riverside P.R.D. <br />DATE: September 26, 1990 <br />-------------------=--------------------------------------------- <br />DESCRIPTION AND CONDITIONS <br />Carter Associates, Inc. on behalf of the developers of Copelands <br />Landing Subdivision and Copelands Landing Riverside P.R.D., is <br />requesting a waiver of the cut and fill balance requirement of <br />Section 930.07(d) of the County Stormwater Management and Flood <br />Protection Ordinance. Copelands Landing Subdivision Phase I <br />received Final Plat Approval on December 12, 1989. Copelands <br />Landing Subdivision Phase II received Preliminary Plat Approval <br />on May 26, 1988. Copelands Landing Riverside P.R.D. received <br />conceptual approval on July 25, 1989. The attached letter of <br />August 30, 1990 describes the size and location of the project. <br />The project is within Zone AE of the 100 year floodplain of the <br />Indian River with base flood elevations of 8.0 FT. and 9.0 FT., <br />and a 10 year flood elevation of 5.0 FT. The estimated net <br />floodplain displacement created by fill below elevation 5.0 FT. <br />is 76,702 cubic yards. <br />A Wetlands Mitigation Plan has been approved by the Army Corps of <br />Engineers and is currently being reviewed by the County <br />Environmental Planning staff.
