Davis, P.E. <br />Public Works Director e,P• <br />SUBJECT: Gifford Street Light District - Wellford Hardee <br />.Request for Additional Lighting or <br />Removal From District <br />DATE: October 8, 1990 <br />DESCRIPTION AND CONDITIONS <br />Mr. Wellford Hardee, owner of the 17 acre High Ridge Mobile Home <br />Park, located north of Lindsey Road (49th Street) and west of <br />Lateral "H" Canal, has written a letter of concern that his <br />Gifford Street Light District assessment is $204.00 per year (17 <br />acres at $12.00/acre) and his opinion is that the Park only <br />benefits from one light located along his property frontage of <br />49th Street. Mr. Hardee pays for internal street lighting within <br />High Ridge Mobile Home Park under a private account with Florida <br />Power & Light and pays approximately $78.85/month or $946.20 per <br />year. Mr. Hardee desires to be eliminated from the Gifford <br />Street Light District or receive additional lighting within the <br />Mobile Home Park. The Mobile Home Park is not developed under a <br />recorded plat since lots are rented and not sold. There <br />currently exists approximately 67 Mobile Homes on the property. <br />The development is one. of two areas north of Lindsey Road within <br />the District. <br />ALTERNATIVES AND ANALYSIS <br />In considering Mr. Hardee's request staff is of the opinion that <br />the Mobile Home Park receives some benefit from the Lighting <br />District since all residents of the Park must use Lindsey Road. <br />(49th Street) to travel to and from the Park. There does appear <br />to be a lower Level of Service provided to the northern area of <br />the Park since internal lights are not provided. Approximately <br />four Mobile Homes receive lighting benefit directly, and the <br />remaining 63 homes receive benefit from the 49th Street corridor <br />being lighted. Recently, the Roseland Road Street Light District <br />was established to only light Roseland Road and not internal <br />subdivision streets. The annual assessment for this type service <br />was $6.00/parcel-acre per year, which is less than the <br />$12.00/acre assessment in Gifford where local roads are lighted. <br />5 7 WK. 81 F'Ar <br />
