In regard to <br />making the road private, he was concerned as to whether the <br />property owners would be responsible for the City water lines <br />that go through there. <br />Commissioner Scurlock assured Mr. Poppell that his monthly <br />bill pays for the maintenance of those lines. He further pointed <br />out that this Commission cannot predict what future Commissions <br />will do as far as this road is concerned or anything else. The <br />Board does try to listen to the majority view, but things change <br />based on conditions. If the people own the road, they have the <br />control, but they also have all the responsibility for paving, <br />maintenance, repairs, etc. <br />Commissioner Wheeler did not feel it would be to the <br />residents' advantage to have this a private road, and <br />Commissioner Scurlock noted that, other than the money situation, <br />there is no question in his mind that to have the road paved is a <br />value and benefit to the people's property. <br />Discussion continued at length about various possibilities, <br />including a cul de sac, about which doubt was expressed, and also <br />an extended 5 -year payment plan with several property owners <br />continuing to speak both for and against the proposed paving. <br />Commissioner Scurlock pointed out that the Commission <br />actually can vote to have this road paved whether there is a <br />petition for it or not if there is a definite benefit for the <br />grader route and we can conserve our resources, which is a <br />benefit for the public as a whole.
