OCT 2 3 199.0 LkOOK �-d FAGE 160 <br />13th Avenue from 12th Street to 14th Street <br />Mrs. Gentile informed the Board that this petition was 73% in <br />favor of the proposed project. <br />The Chairman asked if anyone present wished to be heard. <br />Jean Borchers, owner of two houses in this area, expressed <br />her support for paving the road, but was concerned about paying <br />the assessments due to the fact that there are several renters on <br />the street and most of the rest are senior citizens on Social <br />Security. She asked if this has to be paid up front or if the <br />payments can be stretched over a period of time. <br />I <br />Commissioner Scurlock advised the payments are not totally <br />due for two years, and it actually works out longer than that. <br />We match 25% of the cost with county money. If we let everyone <br />take more time to pay, it does create a cash flow problem for us. <br />Mrs. Borchers again requested that the residents be allowed <br />to stretch these payments out over a longer period of time. <br />Public Works Director Davis noted that the lots in this <br />subdivision are typically 55' frontage; so, the assessment should <br />not be that great. In the previous hearing, their frontage was <br />200' and a much heavier assessment. <br />It was noted that almost everybody on the street has two lots <br />and their assessment would be $1,729. <br />Commissioner Wheeler felt that it all boils down to what you <br />can afford and what your income is. He didn't see why we can't <br />go 5 years on this assessment also. <br />Administrator Chandler advised that the county is picking up <br />$14,000 of the total expense on this project, and Commissioner <br />Scurlock continued to stress that we will need more seed money to <br />continue our petition paving program. <br />Discussion continued as to the financing and the fact that <br />although the road will be paved within a year, the bill is not <br />sent out for some time. Commissioner Wheeler noted that actually <br />the people will have almost 3 years on a 2 year financing. <br />44 <br />
