M M <br />Director Keating noted there are other alternatives, such as <br />trying to get trips to occur other than within peak hours. <br />Commissioner Bowman felt, in that situation, you are talking <br />about a decrease in your quality of life, and she did not think <br />that is what we want. <br />Commissioner Scurlock continued to stress his concerns in <br />regard to keeping track of our transportation needs so that we <br />don't end up with gridlock. <br />Director Keating noted that is one of the reasons concur- <br />rency came about; we need to look long range; and that is one of <br />the things concurrency does for us. He pointed out that the way <br />the ordinance is structured, someone can get an initial concur- <br />rency certificate that does give him vesting, and it can last as <br />long as 5 years. In addition, we do have LOS limitations; so, <br />if we use the system, we will be identifying where the improve- <br />ments need to be made. <br />Commissioner Scurlock wished to know just where the need for <br />a certain improvement is triggered - what percentage of use indi- <br />cates that we should start designing a new facility? <br />Director Keating stated that we do not have a percent figure, <br />but we have been working on our capital improvements program. <br />Commissioner Wheeler did not think the science in transporta- <br />tion is the same as in utilities. When certain roads get over- <br />crowded, you can simply accustom yourself to going another route. <br />Commissioner Scurlock continued to stress the need for a <br />triggering mechanism indicating when to design and when to build. <br />Chairman Eggert pointed that with a triggering mechanism, we <br />could have started to design 43rd Avenue for 3 lanes, not 5. <br />Discussion continued along the same lines, and Administrator <br />Chandler advised that the mode we are in right now is that we are <br />doing more modeling of the system so we don't get into 95% <br />capacity situations, and we will do more work on the capital <br />improvements program.
