i CT 2 31990 mu 81 P,auu 7 <br />Traffic Engineer Michael Dudeck advised that while we don't <br />have a design trigger per se, when we hit 70o capacity, that <br />triggers a traffic analysis. <br />Commissioner Scurlock still wished to know if anyone sees any <br />reason why we couldn't have a developer's agreement at a very <br />early stage when a developer is doing rezoning so that he will be <br />on the hook just as he is for utilities to provide the money to <br />build the capacity for his project. <br />Director Keating pointed out that is referenced in the <br />Concurrency Requirements Table under "Capacity Not Available." <br />Administrator Chandler believed the question is, when you <br />already have LOS problems, do you hit the person at that early <br />stage when he may not develop for years. He will be hit with <br />this under the initial concurrency review when he gets serious <br />about developing his site. <br />Commissioner Scurlock noted that staff then apparently is <br />comfortable with the way -this is set up at the second stage.
