RECOMMENDATION: <br />The Staff of the Department of Utility Services recommends approval <br />of the following: <br />1. Conceptual approval of the phased plan for the <br />installation of water facilities as set forth in the <br />attached plan and authorizing design by staff. <br />2. Approval of a staff position with the salary range of <br />$35,000.00 to $45,000.00 annually to promote and <br />4` coordinate assessment projects for the installation of <br />water and sewer facilities. <br />Chairman Eggert noted that her only question was regarding <br />the salary range for the proposed staff position, which seemed <br />high. <br />Commissioner Scurlock had the same question. He felt it was <br />important that we move ahead with this project, but felt the <br />salary range would be more in the $30/35,000 range; Chairman <br />Eggert suggested possibly starting at $28,000. <br />Administrator Chandler advised that any time a new position <br />is created, it goes through Personnel, and this hasn't gone that <br />step yet. <br />Director Pinto reported that Personnel is going through their <br />analysis right now, and he really believed that the Board will <br />find the range for this position will be in the area between <br />$35/45,000 annually. <br />Chairman Eggert asked why this is different than a Planner I, <br />for instance. She felt what is needed is someone who is <br />personable and patient and can explain things. <br />Director Pinto stressed this person will have to have some <br />knowledge of both the engineering and financial aspects involved. <br />Board members continued to indicate that they felt what is._ <br />needed for the job is someone with basic intelligence, not <br />necessarily a Master's degree. <br />Commissioner Scurlock did not see them having to be an <br />engineer, but just someone %Nho can understand what an engineer <br />tells them, and Commissioner Wheeler felt that even a base range <br />of $30,000 is high. <br />69 BOCK P,1U, d O1 <br />OT 2 3 1990 _ <br />
