CHANDLER <br />COUNTY ADMINISTRAT <br />FROM: TERRANCE G. PIN <br />DIRECTOR OF UTILIW SERVICES <br />PREPARED AND HARRY E. ASHE <br />STAFFED BY: ASSISTANT DIREC OR OF UTILITY SERVICES <br />SUBJECT: REQUEST FOR CONCEPTUAL APPROVAL OF WATER FACILITIES <br />INSTALLATION AND STAFF LEVEL POSITION TO COORDINATE <br />PROJECT <br />BACKGROUND: <br />The Comprehensive Plan requirements set forth in Objective 2 of the <br />Water Sub -Element require the installation of water facilities to <br />serve the subdivisions having undersized lots. The Department of <br />Utility Services has developed a phased plan to meet the <br />comprehensive plan requirements. <br />Analysis: <br />The Department reviewed existing water plants and the water master <br />plan requirements in determining the facilities that will be <br />required to serve the various areas. The plan as proposed will be <br />constructed in phases over a five (5) year period. The total <br />capital construction required to provide water facilities to serve <br />the subdivisions with undersized lots is estimated at $9,286,000, to <br />be funded through the assessment program. The construction of the <br />facilities to serve within the subdivisions will require <br />construction of additional facilities (trunklines/mains) outside of <br />the subdivisions at a projected cost of $1,254,750, which will be <br />funded through impact fees. A copy of the phased plan is attached. <br />The Department, in planning to meet this schedule, has determined <br />its need for a staff level position to specifically address and work <br />toward compliance with the Comprehensive Plan. The person in this <br />position would coordinate the Department"s efforts to address the <br />requirements set forth in the Comprehensive Plan; specifically, <br />Objective 2 of the Water and Sewer Sub -Element. The person would <br />promote the installation of the water and sewer facilities to serve <br />the subdivisions with undersized lots through the assessment <br />program, interface with the public to expedite the assessment <br />process, and perform any other duties as required to achieve these <br />objectives. <br />As set forth above, the Construction required to serve the <br />subdivisions having undersized lots will be financed through the <br />assessment process. The Department would propose the funding for <br />this position be recovered through assessment projects, which the <br />person will be completing to comply with the Comprehensive Plan. <br />The qualifications required for this position would be management, <br />financial, marketing, public relations, communication skills, and <br />business development. The proposed salary range for this position <br />would be $35,000.00 to 45,000.00 annually. <br />68 <br />
